About the project
This study investigates an observed shift in municipal council attitude towards windpower. The objective is to explain why municipal councils who previously voted in favour of windpower development later voted against
Methods
Text analysis of historical public documents and recent municipal council position paper. Interviews with majors and representatives of municipal councils and administrations. The preliminary study builds on extensive analysis of municipalities in Agder, Telemark and Rogaland. Municipalities in other parts of the country may be included.
Outcomes
The project investigates the role of energy justice in decisions affecting the Norwegian decarbonization strategy.
