Ministries' governance of climate and emissions reduction efforts in subordinate directorates

The project will conduct a quantitative and qualitative study of allocation letters and policy guidelines from the ministries.

Background

The Norwegian governance model is based on the sectoral principle. In order to succeed in the transition to a socially just low-emission society, it is necessary for climate considerations and work on emissions reductions to be integrated into the management of sectors and their economic activities. Knowledge of the ministries' policy guidelines can contribute to improving the work with sectoral integration of climate and environmental considerations in sector administration.

About the project

In this project, we will examine the extent to which and how work on climate and emissions reductions is included in the ministries' governance of state directorates. Do the ministries provide clear and consistent policy guidelines? We also aim to explain variations within ministries and between ministries in their emphasis on climate work and emissions reductions in allocation letters and instructions to subordinate directorates.

We will conduct a quantitative content analysis of the ministries' allocation letters to subordinate directorates. Specifically, we will study the use of the keywords "climate," "environment," "nature," and "emissions" in each allocation letter.

The quantitative analysis will be supplemented with a qualitative analysis of the allocation letters and instructions to eight directorates that are particularly important for the transition to a low-emission society.
