Background

Legitimacy is a key factor for the implementation and effect of climate and environmental policies. To achieve legitimacy, knowledge of the population's perceptions and attitudes is needed. Municipalities working towards a low-emission society also benefit from knowing about, and how, attitudes and perceptions vary across different groups within the local community. This is essential for understanding the justice aspects of local climate action.

About the project

The project will investigate households' perceptions and attitudes towards local climate action and examine how these vary with socio-demographic variables and value orientations. The project will also shed light on how different framings of local climate action are understood and evaluated by different groups of residents. Additionally, the project will serve as a platform for knowledge exchange between local stakeholders, such as municipal administrations working on local climate transition, and researchers.

The project will conduct a quantitative survey, either in selected municipalities or as a nationwide survey. Quantitative data will be supplemented by in-depth interviews to provide a deeper understanding of the survey results. Additionally, seminars will be organized where participants can exchange experiences with local climate action targeted towards the population.

Collaboration

The project is led by CICERO (Marianne Aasen), but involves several participants from within and outside of research: Center for Development and Environment (Hege Westskog), CICERO's communication department (Astrid Arnslett), Asker municipality, Bærum municipality, the Norwegian Directorate of Environment, the Norwegian Directorate of Health, Future in Our Hands, and the Norwegian Municipal interest organization (KS).
