Ottersen gave a key note speech and participated in the second plenary session: Moving towards New Global Health Governance. A central topic of discussion was the need to address both "global health governance" and "global governance for health", as emphasised in the Commission report. The role of partnerships in the Post 2015 process was further discussed as a possible means to achieve more inclusive governance.

Ottersen was also moderating the parallell session on Global Governance for Health in the Post-2015 Era adressing the impact of global governance frameworks outside health on policy space for health.
